During the period of total Anti-Japanese War, under the advice of the League of Nations Education Investigation Group and the guidance of the wartime education policy, the National Government decided to fully implement discipline in colleges and universities, and built a rigorous discipline system. A tutorial system was included into the education and teaching system. A discipline office was added to the administrative management system. The Three People Principles Youth League was implanted into the political organization mechanism. The discipline system was established in colleges and universities during the period of total Anti-Japanese War, on the other hand, with the intervention of Kuomintang forces, it strengthened the instrumental nature of the discipline system, changed the original purpose of the establishment of the discipline system.
